A billable member is a user with a named account in the workspace. Anonymous members, such as a client, supplier, or occasional contact, do not count toward billable seats.
No. An anonymous visitor views a board shared by link, without a named account in the workspace, so they consume no billable seat. This covers a client, a supplier, or an occasional contact you share a view with. See boards and views
